Scale Figures
A Scale Figure is considered to be a figure whose scale is based on the official height of the respective character and are made to sell directly to customers. They always have a listed scale to it - mostly it's something like 1:12, 1:9, 1:8, 1:7, 1:6, 1:4. Usually a limited production based on pre-orders is the rule and a lot of time, money and effort is put into their production, which is why they're higher quality and a lot more expensive than other figures.
Prize Figures
The term Prize Figure refers nowadays to rather small figures. Originally they got their name from being only achievable through game machines like claw machines or different arcades in Japan as prizes. So they were typically not being sold directly in shops from the start. These figures mostly have no listed scale and the quality is not that great because it's cheap pricing. However, there are some companies which have a special product line (ex. Pop Up Parade from Good Smile) dedicated to small but qualitatively good looking figures for small money which can be bought ordinary through shops.
